The show often used flashbacks to help fans understand the backstory that shaped the villains’ motivations and why they wanted to rob the protagonists of their happy endings.

10 Isaac Heller

Isaac lacked the intimidation and style that many other villains possessed, but he had the unique gift of changing fate through mere words. He abused his position as the Author, even writing an alternate reality where the heroes suffered and villains like himself prospered.

To be the Author is a great privilege. In fact, Walt Disney himself was the previous Author. The Author is only supposed to record stories, not create them. Isaac violated this rule and squandered the responsibility he was given by intervening into others’ lives so he could create stories rather than just record them.

9 Ingrid

Ingrid spent the rest of her life trying to find her replacement sisters who would give her the love and support she’d been denied.

The culmination of her plans came when Ingrid devastated Storybrooke by unleashing the Spell of Shattered Sight. The catastrophic curse was only stopped because Ingrid realized she’d always had her sisters’ love and she chose to destroy herself in order to undo the curse.

8 The Black Fairy

Many years later she took control of her great-grandson Gideon and turned him against his parents and all of Storybrooke. Cruella de Vil was by the far the best villain among the Queens of Darkness. Maleficent and Ursula were ultimately too sympathetic and not wicked enough. The season 4 episode “Sympathy for the De Vil” tried to fool fans into believing Cruella was yet another villain shaped by a tragic past.

Instead, Cruella was revealed to be a purely evil sociopath. She killed all three of her mother’s husbands, unleashed dogs that tore her mother to pieces, and then skinned the dogs to make a coat for herself. It was refreshing to have a villain who didn’t have a sob story past and was instead cruel for the sake of being cruel. To top it all off, Cruella manipulated and terrorized others with such unique style and satisfaction.

Hades is one of the few villains who actually managed to kill a hero and make the death irreversible. While it was Hades’ intention to kill Regina, Robin Hood intervened and was stabbed by the Olympian Crystal, which not only killed him, but ensured that his soul was obliterated and wouldn’t go on to the afterlife. The protagonists frequently found ways to cheat death and bring back their loved ones, yet Hades found a way where that was impossible for Robin Hood.

Hades also deserves credit for deceiving and manipulating other formidable villains. He fooled Zelena into believing he truly loved her and he held sway over Rumplestiltskin through a contract that gave him control over the freedom of Rumplestiltskin’s unborn child. Eventually Zelena saw the truth and Rumplestiltskin broke free of Hades’ sway over him, but it took a while for both villains to outsmart Hades.

5 Cora

Cora didn’t think the stable boy Daniel was a worthy partner for her daughter Regina. Cora solved this problem by crushing Daniel’s heart and killing him in front of Regina. All of Regina’s villainy can be traced back to this moment in which Cora destroyed the person Regina loved most and made her daughter feel powerless. This feels almost kind compared to how Cora treated her other daughter Zelena, who she abandoned in the woods when Zelena was only a baby.

Cora believed “Love is weakness” and even removed her heart from her own body because of it. Opening herself up to love with others like Rumplestiltskin or Jonathan led to betrayal, causing her to value power over love.

4 Peter Pan

Once Upon A Time dared to take a classically beloved hero like Peter Pan and turn him into a despicable villain. He was once Rumplestiltskin’s father Malcolm, but he chose eternal youth and abandoned his son. Pan kidnapped and lured in children to Neverland, children that became his Lost Boys.

Further solidifying the fact that family meant nothing to him, Pan planned to kill his great-grandson Henry and take his Heart of the Truest Believer, all so Pan could maintain his eternal youth.

3 Zelena

Zelena is one of the only other villains to permanently kill a protagonist. She manipulated events so Baelfire would be killed and Rumplestiltskin would be resurrected and under her control. More than anyone, she challenged the newly reformed Regina to slip back into her evil ways.

Even after her apparent death, Zelena lived on and continued her villainous ways as she killed the real Marian and took on her form. Through the Marian facade, Zelena drove an impossible wedge into Regina and Robin Hood’s relationship and made Robin feel honor-bound to choose her. She and Robin even had a child together before Robin learned the truth.

2 Regina Mills

Before she found redemption and became one of the show’s main heroes, Regina was the ruthless Evil Queen. She was the show’s first major villain in both the present and past storylines of the first season. The first significant and heartbreaking death of the show came at her hands as she crushed Sheriff Graham’s heart. Even her own father wasn’t safe as Regina crushed his heart and killed him in order to cast the Dark Curse, even though her father was the only person who still loved her at that point.

Regina constantly pushed Emma, Snow White, and Prince Charming to their limits in the first seasons of the show. It seemed like almost everyone in Storybrooke was under her thumb whether they liked it or not. It’s because of such striking and stylish villainy that her long and hard-earned redemption ultimately felt so extraordinary.

1 Rumplestiltskin

It should come as no surprise that Rumplestiltskin is the best villain. It’s largely because of him that other characters on this list like Regina, Zelena, and Cora became such fearsome and vengeful villains. The villains of this list rightfully feared his power and knew they had to either form an alliance or find a loophole to manipulate if their plans had any chances of succeeding.

Rumplestiltskin was the mastermind behind unleashing the first Dark Curse in which he manipulated countless characters and trapped the protagonists in a cyclical life without their memories for nearly three decades. Even after he found redemption, the show was aware that he was the greatest villain as a purely evil version of the character was brought back as the final antagonist for the series finale.
