10 Weakest Legendary Pokémon Ranked

Legendary Pokémon have always been considered to be strong, powerful, majestic, and mysterious, but weak isn’t necessarily a word that’s commonly associated with Legendaries.

For all their generally strong and impactful appearances in the anime and the games, there are still several Legendary Pokémon that have weaknesses, disadvantages, or disappointing stats that place them below fans’ standards and expectations. Many of these are still beloved Pokémon — just not necessarily in terms of strength and battle-prowess.

10 Uxie and Azelf’s Main Stat Weaknesses Are Polar Opposites But Both Are Problematic

10 Weakest Legendary Pokémon Ranked

The two stronger of the Lake Guardians, Uxie and Azelf, are still not great in terms of overall stats and usability, despite arguably being better than Mesprit. Uxie has substantial Defense and Special Defense stats, but sub-100 Speed means that it won’t always outpace opponents and even if it does, its poor Attack and Special Attack are unlikely to do enough damage in the grand scheme of things.

On the flip-side, Azelf has 125 base speed, which will normally allow it to attack first with 125 Attack and Special Attack. However, if it can’t end the battle quickly, then it’s susceptible to opposing attacks due to its fragile Defense and Special Defense.

9 Regirock Is Especially Vulnerable To Special Attacks

10 Weakest Legendary Pokémon Ranked

The original three Regis all have the underwhelming Speed of 50, which instantly puts them on the back foot in any battle. While Regirock is somewhat protected from its Fighting weakness due to its 200 Defense, its 100 Special Defense will generally leave it exposed against Water- and Grass-type moves.

Regirock lands itself between Regice and Registeel in terms of battle usefulness and capability, but its poor Special Attack base stat of 50 renders some of its bizarre moves like Thunder pretty ineffective, even if they do actually connect. Registeel, in comparison, has a more evenly-spread stats layout, with its typing giving it more resistances.

8 Moltres Looks Great But Can Be Quickly Undone By Super-Effective Attacks

10 Weakest Legendary Pokémon Ranked

Moltres has arguably the best design out of the three Legendary birds, with its Galarian regional variant somehow looking even cooler. However, due to the original Moltres being dual Fire/Flying type, it can be easily swept aside in battle by Rock-type moves and more specifically Stealth Rock, which will cause it to lose at least a quarter of its HP when brought into the battle.

With its Special Defense being poor in comparison to its other base stats, all it takes is an opponent exploiting its Water- and Electric-type weaknesses and this Legendary will go down rather easily.

7 Regice Is Helpless Against Its Physical Weaknesses Being Exploited

10 Weakest Legendary Pokémon Ranked

On paper, Regice’s base stats may look ideal for a Legendary Pokémon, especially the 200 Special Defense. The problem with its Special Defense being twice as good as its physical Defense is that due to it being Ice-type, the Special Defense only really repels its Fire-type weakness, while Rock-, Steel-, and Fighting-type moves will generally be physical.

Its poor Speed and Attack stats, both a mere 50, mean that it will be attacking last more often than not with little room for an effective counter-attack, especially considering its move-pool.

6 Tornadus Is Fast But Too Weak To Stay In A Battle For Long

10 Weakest Legendary Pokémon Ranked

Considering both the Incarnate and Therian forms of the Cyclone Pokémon Tornadus, its HP, Defense and Special Defense are all considerably inferior to its Speed and offensive stats, making it especially vulnerable when facing strong moves, particularly if they are Rock-, Electric-, or Ice-types.

Tornadus can learn a mixture of physical and special moves but with most of them having poor accuracy percentages, it makes Tornadus highly temperamental in battle and often overlooked, regardless of which form it takes.

5 Entei Deserves A Better Distribution Of Stats

10 Weakest Legendary Pokémon Ranked

Entei has possibly one of the best designs for a Legendary in the entire Pokémon franchise, so it’s no wonder that fans have been so passionate about it deserving so much more in terms of stats and usability.

The Fire-type Volcano Pokémon Entei doesn’t have a particularly diverse move-set beyond Fire-type moves, and its poor Defense, both physical and special, make it particularly vulnerable against a large number of opponents. A base stat total of 580 seems very good for any Pokémon, but the distribution has to be better in order to make Entei more suitable to the title of Legendary.

4 Mesprit Needs Better Stat Distribution To Make It Usable

10 Weakest Legendary Pokémon Ranked

Out of all of the Lake Guardians, Mesprit is the slowest of the three, with 80 base Speed. 80 isn’t particularly slow for a normal Pokémon, but for a Legendary Pokémon, there are certain expectations and requirements for one to be useful in battle.

With the rest of its stats evenly spread out, the Emotion Pokémon doesn’t necessarily have any other stat weaknesses, but on the flip side, it doesn’t have anything especially dangerous or threatening for its potential opponents.

3 Articuno Has Poor Speed For A Legendary, Which Immediately Puts It At A Disadvantage

10 Weakest Legendary Pokémon Ranked

Articuno has a lot of disadvantages that instantly make it one of the weakest Legendary Pokémon. Its Ice/Flying typing leaves it susceptible to Stealth Rock and sun team tactics that utilize enhanced Fire-type moves. While its base Special Defense and Special Attack stats are promising at 125 and 95 respectively, it will still be on the back foot from the start with its poor 85 Speed.

A Pokémon with so many weaknesses and disadvantages isn’t appealing to catch or use as a reliable member of a team, despite its cool designs, useful move-set, and interesting Galarian variant.

2 Regigigas’s Slow Start Ability Severely Restricts Its Strength And Speed For The First Five Turns

10 Weakest Legendary Pokémon Ranked

Regigigas is supposed to be the leader of the Regis, which would suggest it would be the most powerful of the bunch. As a Normal-type, it only has one weakness, Fighting, and a base stat total of 670 would suggest that it should be near-unstoppable in battle.

But its ability, Slow Start, changes the equation. Slow Start causes Regigigas’s speed and attack stats to be halved for the first five turns of a battle. Although this does mean that it’s extremely powerful once these five turns are up, that’s also plenty of time for any opponent to either wipe it out quickly or to set themselves up to neutralize Regigigas’s full power when the time comes.

1 Cosmog And Cosmoem Introduced Weak Pre-Evolutions To Legendary Pokémon

Cosmog is a rare case of a Legendary Pokémon that evolves into the main Legendary, with it first evolving into Cosmoem and then into Lunala or Solgaleo, depending on whether the player is on Pokémon Sun or Moon.

A Cosmog is looked after by Ash and friends in the Sun & Moon anime, named Nebby, and the situation is very similar to when Misty cared for Togepi. Its total base stats of 200 and its move-pool of Splash and Teleport back this up further, making it undoubtedly the weakest of all Legendary Pokémon, regardless of how powerful Lunala and Solgaleo may eventually become.
