In the season 9 episode “The Witch’s Familiar,” The Doctor was manipulated by Davros. He had gone in with his guard up only to find that Davros was “vulnerable” and “dying.” Davros revealed his desire to see one last sunrise but was afraid he wouldn’t live to see it, that his eyes were too weak.

Trapped in the confession dial, it was a neverending loop of Clara’s peeling painting, punching a diamond wall, running from the veiled woman, and sacrificing himself billions of times over. But he went too far, and he knew it. He killed someone and raised a weapon. He had to let her go before he went any further.

The Doctor’s whole M.O is to fit in, to stay on the down-low, and remain inconspicuous. Even the TARDIS is meant to change to suit whatever environment it lands in, but that was before the chameleon circuit broke. Companions were meant to fit in with the clothing of the period and the psychic paper was used to gain access and create a persona.
