In the history of Final Fantasy VII, the country of Wutai was the last nation that resisted the Shinra Corporation. A long and costly war broke out between the two powers, though the fans only ever catch a glimpse of the conflict in Crisis Core -Final Fantasy VII-, when Zack Fair takes Fort Tamblin during the opening mission of the game and helps bring the war to an end.

Wutai was an optional part of Final Fantasy VII and it was possible for players to ignore its presence in the story. It seems that the developers of Final Fantasy VII Remake will be making Wutai a major part of the story going forward and a second international war could be brewing.

The Shinra Corporation Kept Blaming Wutai In Final Fantasy VII Remake

Throughout Final Fantasy VII Remake, the Shinra Corporation publicly ties Avalanche and Wutai together in news reports and official statements. The official word from Shinra is that Wutai is funding and protecting the members of Avalanche, as they attack Mako Reactors and murder innocent people. Wutai never responds to these allegations during the events of the game. The connection between Avalanche and Wutai was never mentioned in Final Fantasy VII, but the world is a different place in Final Fantasy VII Remake.

Avalanche Is A Much Bigger Threat In The New Timeline

One major change in Final Fantasy VII Remake is that the original version of Avalanche is still active. It was established in a Japan-exclusive prequel game called Before Crisis: Final Fantasy VII that there was another version of Avalanche that predates Barret’s group, far better equipped for fighting the Shinra Corporation. The original Avalanche was secretly being supported by Wutai. It was believed that the Turks wiped out this group in Before Crisis, but it’s shown to be active in Final Fantasy VII Remake and it still maintains some of its military might. Barret’s version of Avalanche is considered to be an extreme cell and he’s not on speaking terms with the heads of Avalanche throughout Final Fantasy VII Remake.

Shinra Needs A Show Of Strength Now That The Original Members Of SOLDIER Are Gone

In the years following the Wutai War, the Shinra Corporation lost some of its most powerful assets, most notably among the members of SOLDIER. Angeal, Genesis, Sephiroth, and even Zack are all gone as of the start of Final Fantasy VII and the Shinra scientists and weapon makers have become the most important parts of the company. Cloud and his friends repeatedly fight robotic opponents throughout the game, with bosses like Air Buster being treated as a huge deal by the Shinra higher-ups. It’s clear that their executives want robots and vehicles to take the place of SOLDIER, as they can be easily controlled.

The Shinra Corporation is now seeing opposition from a version of Avalanche that is far better equipped than in the original timeline and it can’t rely on the members of SOLDIER to stamp out resistance as it could before. The Shinra Corporation needs to wipe out anything that could oppose it and it has to do so as soon as possible. This is why Wutai is constantly being blamed for Avalanche’s crimes. Wutai was defeated once by the Shinra army and the Shinra higher-ups are seemingly unafraid of losing if another conflict breaks out. A second war with Wutai could help the company establish its dominance, while also covering up any efforts it makes to deal with terrorists.

The story of the Final Fantasy VII Remake series will be different going forward and a second Wutai war could be on the cards. The only question now is how the conflict would be resolved. The nation of Wutai lacked the strength to oppose the Shinra in Final Fantasy VII, but things could be different in the Final Fantasy VII Remake world. The fact that there are survivors who can attest to Shinra dropping the Sector 7 Plate could lead to a global revolt against the company; An international armed conflict could kick-off, with other groups like the protectors of Fort Condor or the residents of Cosmo Canyon taking arms against the Shinra.

It remains to be seen how Avalanche or Sephiroth would be involved in this war, or if it will interrupt their plans. If Sephiroth’s attempt to use Meteor to become a god isn’t the main conflict going forward, then a second Wutai war could replace it, or it could form the backdrop for Avalanche’s pursuit of Sephiroth across the world. It also raises the question of how Yuffie’s role in the story would change, as an active war between Wutai and the Shinra Corporation would give her even more of an incentive to search the world for powerful Materia, in order to win the conflict for her homeland.
