For starters, players will either need to find a Chancey or a Happiny and evolve it into a Blissey. Currently, Happiny is unavailable in the egg hatching batch but it will likely return in the future. Once the player obtains a Happiny, they will need to set it as their buddy and walk 15km in order to evolve it with the addition of 25 Candy.
Players will have higher chances of running into a Chancey in the wild. They can use a Lure Module or an Incense to increase the spawn rate of all Pokemon. Once you capture it, players will then need to give it 100 Candy in order to evolve it. Overall, waiting for it to return back to the egg groups is the way to obtain one with higher stars so biding your time might be the best way to go.
