Though he claims it wasn’t manipulation, it seems He Who Remains, a Kang the Conqueror variant, wanted Lady Loki to kill him all along.

Though it appears Lady Loki was in control of her own destiny, it seems He Who Remains wanted her to kill him in the Loki finale. In the final episode of Loki season 1, Lady Loki (Sophia Di Martino), who goes by Sylvie, and Loki (Tom Hiddleston) finally arrive at the Citadel at the End of Time. The person behind the Time Variance Authority resides at the castle, and the two Loki variants are set on bringing them down. Miss Minutes (Tara Strong) initially tries to stop Loki and Lady Loki from continuing, telling them they can have whatever life they want. But that doesn’t work, and the pair eventually make it to He Who Remains (Jonathan Majors), a Kang the Conqueror variant that controls the TVA.
He Who Remains gives Sylvie and Loki an overview of the TVA and his plans. According to the Kang variant, he created the TVA and the Sacred Timeline to stop a Multiversal War. If not for the TVA, an infinite number of different Kang variants will start the war again. He understands that the TVA does heinous things to protect the Sacred Timeline. But he also says that destroying the timeline will bring far worse villains. “If you think I’m evil, well, just wait till you meet my variants,” he says.
Sylvie kills He Who Remains in the Loki finale, and that may have been the villain’s plan all along. He Who Remains gives the Loki variants two choices in the final episode. They can either kill him and cause a Multiversal War or take over at the TVA for him and keep the Sacred Timeline going. Loki believes that taking over the TVA is the way to go, but Sylvie isn’t convinced. She sends Loki to an alternate version of the TVA and kills He Who Remains, unleashing the Multiverse on the Marvel Cinematic Universe. However, there are plenty of indications that this was He Who Remains’ wish the whole time.
He Who Remains manipulates Loki and Sylvie throughout Marvel’s Disney+ show, and it doesn’t seem to stop. For example, he explains in the Loki finale that he “paved the way” for them to make it to the Citadel at the End of Time. He even has transcripts of everything they say while at the place. In the end, Sylvie betrays Loki and sends him to the alternate TVA, but this only happens because He Who Remains puts it in her mind that Loki isn’t to be trusted. Though there’s a point where He Who Remains claims he doesn’t know what will happen, that doesn’t seem genuine. When he tells Sylvie and Loki that they can kill him, he says they can “plunge a blade” in his chest. Sylvie kills him in this exact manner, and it’s possibly because he put the idea into her head.
By killing He Who Remains in the Loki finale, the Loki variants may have removed certain constraints. After millions of lifetimes of running the timeline, perhaps He Who Remains was somehow locked into his position of overseeing things. He clearly wanted to be released from the job, and Sylvie murdering him was a one-way ticket out. He laughs as he dies and winks at Sylvie. “See you soon,” he says. Now, an infinite number of Kang the Conqueror variants will inevitably start another Multiversal War, and He Who Remains is behind it all.
