Further, Lusamine is an abusive parent and almost murders the player character, but she’s stopped by Solgaleo or Lunala depending on the version fans purchased. Although finding her husband is noble, Lusamine’s willingness to put everyone’s lives in danger is not justifiable.

As Pokémon Conquest’s main antagonist, Nobunaga wanted to control the entire Ransei region, and as the Kingdom of Dragnor’s warlord, he’s known for being a ruthless tyrant in battles.

Despite challenging the player to many battles and taking control of the Legendary Dragon-type Pokémon Zekrom, Nobunaga reveals the point of his tirade. Nobunaga wants to end warfare and Pokémon battling because he finds it’s unjust to use Pokémon for war.

Colress is an intelligent individual who created mind-control devices and attached them to Pokémon for the sole purpose of discovering how to bring out their strength and power.

Unlike most trainers who’d bond with their Pokémon, Colress would use these devices to increase his Pokémon’s aggression. Not only that but in the anime, Colress creates a device powerful enough to increase the anger levels of wild Pokémon that influence them to attack citizens in a nearby town.

3 Ghetsis Is The Mastermind Behind Team Plasma Who Wanted To Dominate The Unova Region Through Violence & Manipulation

Ghetsis is an evil-doer who’s cruel enough to manipulate his henchmen and foster son into believing their cause was righteous when it was, in fact, injustice. Ghetsis’s desire to freeze all of Unova and become the only person with Pokémon makes him an anime character who’s downright selfish and cruel.

Further, Ghetsis wished to manipulate humanity’s emotions and even prevented the player from catching a Legendary Pokémon in battle. Ghetsis tries to assault the player in the games and ends up going through a breakdown that results in ending his heinous actions for good.

2 Cyrus, Team Galactic’s Boss, Seeks To Recreate The Universe & Become Its God

Some villains wish to rule a nation while others desire to take over the world. Team Galatic’s boss, Cyrus, took that dream to the next level by hoping to recreate the entire universe and become its god. Cyrus didn’t care who or what he needed to achieve his mission as long as they weren’t in his way.

The main reason behind Cyrus’s urge to destroy and recreate the world in his favor was because he didn’t meet his parents’ expectations, something his grandfather regrets comforting him about in the games. These events cause Cyrus to seek the eradication of all forms of emotion from the world and lead him down a path filled with brutality, anger, and forced leadership.

Giovanni’s love for power knows no bounds, as one of his goals is to possess every unique, mythical, or Legendary Pokémon the universe has to offer to fulfill his world-conquering dreams. Although the player character eventually defeats Giovanni by the end of the game, the Rocket boss declares defeat while still believing he’s the best trainer ever.
