With each new generation of Pokémon, players take on the role of a young trainer who is expected to complete a Pokédex and defeat the region’s Champion. This may sound like a tall order for a child, but the series also has their young protagonists tackle evil organizations. Every time a new villainous team is introduced, they are accompanied by an equally twisted set of goals. The infamous Team Rocket of Red and Blue steal Pokémon from their trainers, while the extremists of Diamond and Pearl’s Team Galactic seek the destruction of the entire universe.

While their motivations may vary, each team is led by a charismatic leader that can hold their own in a battle. Players must defeat the evil leaders of each Pokémon game to progress, but that’s often easier said than done when even their Rivals don’t stand a chance. Despite being the strongest trainers of their respective evil teams, though, not every crime boss is created equal — some are far superior to their peers.

Lusamine Has an Ultra Beast-Boosted Team

Pokémon Sun and Moon leads players to believe that the villains of the game are the obnoxious Team Skull when, in reality, the seemingly benevolent Aether Foundation is pulling the strings. The president of this nefarious organization is Lusamine, who is obsessed with “protecting” Pokémon — even if that means freezing them in her lab. Before the events of the game, Lusamine encounters Nihilego, an Ultra Beast from another dimension, and becomes desperate to reach it again.

In the climactic final battle, Lusamine fuses with Nihilego and becomes part Ultra Beast herself. Ultra Beasts have an ability that boosts their highest stat when they defeat an opponent in battle, and it seems that Lusamine’s new from gives her a similar power. Instead of increasing her own strength, she increases one stat of each of the Pokémon she commands. This unique mechanic sets her apart from the other evil team leaders and makes her already competent team even more powerful.

Lusmine’s biggest threat is her Bewear, which has a Beast Boosted defense, as well as the ability Fluffy to half the damage of moves that make contact. Bewear’s absurd survivability is made even better with Pain Split, a move that deals damage to the opponent while healing the user. Players without a strong special attacker on their team are in for a rough time against Lusamine, making her one of the strongest evil team leaders.

Cyrus Goes All-In On Aggression

In Pokémon Platinum, both the player and Cyrus are pulled into the Distortion World for their final confrontation. Cyrus believes that the only way to truly save the world is to have it destroyed and remade in his image through the powers of the legendary Palkia and Dialga. The leader of Team Galactic’s brutal mentality is reflected in the Pokémon that he uses, which all boast impressive attack stats.

Cyrus’ Pokémon are as dangerous as he is. Honchcrow, Gyarados and Weavile all pack a punch and will take down any trainers without a physically defensive wall. Cyrus can answer any physical defenders with his Houndoom, which boasts great special attacks like Flamethrower and Dark Pulse. Players will also have a hard time out-speeding Cyrus’ team thanks to his fast Pokémon like Crobat.

The only thing holding Cyrus back is the relative fragility of his team. None of his Pokémon have very high defenses, and three of them are weak to Ice-type moves, which can be exploited for an easy victory. Despite these drawbacks, Cyrus remains a top contender for the strongest evil team leader.

Ghetsis Is Pokémon’s Strongest Villain

While N is technically the king of Black and White’s Team Plasma, Ghetsis is its true mastermind. N believed Team Plasma was liberating Pokémon back into the wild, but Ghetsis revealed they only stole to ensure his own dominance. Truthfully, Ghetsis doesn’t really need to bother with his evil plan, since he is already one of the most powerful trainers in Unova.

Unlike Cyrus, Ghetsis has a well-balanced roster of Pokémon. His team boasts a variety of types and is competent both offensively and defensively. On the offensive side, Bouffalant’s Reckless ability lets it dish out huge damage, while Bisharp’s high attack stat and bevy of resistances can make it difficult to overcome. When it comes to defense, Cofagrigus and Seismitoad are both more than capable of taking hits for the rest of the team. Cofagrigus’ Ghost-typing also helps mitigate the team’s weakness to Fighting moves.

That’s all without mentioning Ghetsis’ signature Hydreigon, an enormously powerful Dark and Dragon-type whose stats leave many other Pokémon in the dust — especially since the Generation V games did not have Fairy-types to keep Hydreigon in check. It would be a threat even on its own, but Ghetsis has a solid team to back it up, making him the strongest evil team leader that many trainers have faced.
