The development of a new DEO in the Supergirl series finale should logically lead into The Flash season 8 crossover event Armageddon. The government organization was originally created to secretly deal with alien threats and Armageddon has been said to involve an alien menace threatening Team Flash. However, this does raise the question of why the Arrowverse needs a new DEO when ARGUS already exists.

The series finale of Supergirl, “Kara,” was notably different from most television series finales in how it restored more of its classic status quo than it set up fresh opportunities for its cast. This is ironic given how much of the episode was devoted to new beginnings, such as the wedding of Kelly Olsen and Alex Danvers and Kara Danvers revealing her secret identity to the world, during an interview with Cat Grant. Despite this, the finale’s endgame was built upon the theme of restoration rather than rebirth, with Cat Grant once again running CatCo Worldwide Media and a new Department of Extranormal Operations (DEO) being established by Martian Manhunter and Alex Danvers, to replace the organization that was destroyed in Supergirl season 5.

The formation of a new DEO should be discussed at some point during the upcoming five-part The Flash crossover event Armageddon, given that Chyler Leigh has been confirmed to be making an appearance as Alex Danvers as part of the event, among many other Arrowverse characters not currently tied to a regular series. However, with the Supergirl series finale revealing that the new DEO would be redeveloped to face all manner of threats because “extranormal doesn’t have to mean extraterrestrial,” it does raise some questions regarding Advanced Research Group United Support (ARGUS), the US government organization that routinely oversees metahuman threats in The Flash. There is some overlap between the organizations’ missions and the potential for interdepartmental rivalry merits exploration in future Arrowverse series.

The DEO was originally established by the United States government on Earth-38 to secretly protect against hostile alien forces, following Superman’s arrival on Earth. Their mission was retooled somewhat after the Martian Manhunter J’onn J’onzz was publicly recognized as the agency’s director, and the DEO began to work towards protecting peaceful alien immigrants from exploitation as well as containing hostile aliens. The organization was changed once again following Crisis on Infinite Earths, with Lex Luthor having rewritten reality so that, on the new Earth-Prime, he had taken over the DEO’s financing following a series of government budget cuts and turned it into a subsidiary of Luthor Corp. The DEO was shut down following the destruction of their headquarters by Leviathan in the penultimate episode of Supergirl season 5, “The Missing Link.”

The DEO was revived in the Supergirl series finale, with J’onn announcing after the funeral of William Dey that he had been contacted both by the President of the United States and Secretary of State Brown regarding their final battle with criminal mastermind Lex Luthor and the 5th-dimensional imp Nyxlygsptlnz. They both felt that the heroes of National City (most of whom had worked with the DEO at some point) had proven the organization deserved another chance, giving them carte blanche to “reimagine the DEO however we see fit.” While there was some concern about bureaucracy and political infighting getting in the way of the freelance heroism the heroes had enjoyed over the past year, Supergirl argued that a new DEO could allow them to do more good “not as superheroes, but as friends.”

One clip from the montage that followed showed Secretary Brown introducing Supergirl, Alex Danvers (who was in civilian clothes rather than the costume she wore in her Sentinel identity) and J’onn J’onzz as “the new DEO,” confirming that a new DEO was being introduced into the Arrowverse. However, nothing was said about the organization’s sphere of influence beyond J’onn’s earlier comments about not limiting themselves to alien menaces like the original DEO. The Supergirl series finale also didn’t address what precise roles Martian Manhunter and Alex Danvers, who had both served as Director of the former DEO, would hold in the new organization and if Alex would still be utilizing her Sentinel identity or outing herself as a superhero, like her sister.

Alex Danvers has been confirmed to be the only member of the Supergirl cast appearing in The Flash’s Armageddon crossover event. None of the early previews or episode summaries for the first three episodes of Armageddon make mention of the DEO or Alex’s position within the organization. However, the fact that Alex is depicted wearing her Sentinel costume on the Armageddon poster featuring all of the Arrowverse guest heroes suggests that she will not be retiring from vigilantism, even if she has taken on a management role in the new DEO. It also has yet to be revealed if she will be following Supergirl in revealing her secret identity to the public.

What Does The New DEO Do That ARGUS Does Not?

The biggest question raised by a revived DEO is how the organization’s new agenda will affect ARGUS and alter its purpose. First appearing in the first season of Arrow, ARGUS was a research group and covert special operations division of the United States government of Earth-1, tasked with neutralizing terrorist organizations. Following the explosion of STAR Labs’ particle accelerator, ARGUS also took on the task of containing the various metahuman criminals created by the incident. Presumably, ARGUS continued to focus on Earth-bound superhuman criminals, while the DEO focused on alien criminals in the new history of Earth-Prime, following Crisis on Infinite Earths, though this was never confirmed on either Supergirl or The Flash.

The year since the destruction of the DEO has seen ARGUS acting in areas where the DEO once would have had jurisdiction, such as when ARGUS agent and possible future Green Lantern John Diggle delivered specialized ammunition capable of stopping a Kryptonian to the Department of Defense in one episode of Superman and Lois. With the new DEO determined to deal with all manner of extranormal threats and not just alien invaders, it seems likely that they will butt heads with ARGUS at some point in the future. This could lead to more of the bureaucracy and infighting that Lena Luthor and Alex Danvers referenced in the finale of Supergirl and The Flash crossover event Armageddon could lead to the first occurrence of this.
