Panem was the sovereign state that served as the setting of Suzanne Collins’s book trilogy as well as the subsequent film adaptations. The nation resided in what was left of North America following the fall of society. Aside from the controlling federal district known as the Capitol, Panem consisted of 13 outlying districts. An uprising occurred twice in Panem’s history, but it took over seven decades for any real peace.
While the franchise centered on Katniss Everdeen and her presence as a tribute igniting a new uprising, the First Rebellion was said to take place 75 years before the events of the Hunger Games series. The First Rebellion marked an all-out civil war between the Capitol and the 13 districts. After losing support from District 13, the remaining districts fell into what was known as the Dark Days. They had no choice but to sign the Treaty of Treason, resulting in the development of the annual Hunger Games event as a reminder of the tension.
Panem spent decades following the Capitol’s control until the tension boiled over beginning with the 74th Hunger Games. Katniss and fellow District 12 tribute Peeta Mellark caused trouble in the eyes of the tyrant ruler, President Coriolanus Snow. As Katniss presented her defiance, the other districts became inspired until the Second Rebellion officially broke out. District 13 served as the headquarters for the new fight against Snow and the Capitol as the efforts were led by Alma Coin. After much loss and turmoil, the rebel forces overtook the Capitol, but Coin was killed for her attempt in forcing Capitol children into a new version of the Hunger Games. Snow was also killed as a result of the rebellion, allowing Panem to begin a new chapter.
Panem Was Finally Given The Chance To Flourish
Not much was revealed about Panem following the Second Rebellion. That said, it was stated that an emergency election took place after Katniss assassinated Coin. Commander Paylor, a vital leader in the Second Rebellion from District 8 was elected as Panem’s new president. Paylor abolished the Hunger Games, destroyed the arenas, and set up memorials for the victims of the recent tragic events. She also pardoned Katniss, allowing her to live out the rest of her life in District 12.
As for Panem’s government structure after the events of The Hunger Games series, it was insinuated that Paylor set up a constitutional republic. This allowed the nation, including the encompassing districts, to thrive like they never had in their long history. It was important for the citizens to elect their own leaders so their voices could finally be heard. In doing so, the nation became more peaceful, especially since an annual event focused on violence was no longer implemented.
