Pseudo-legendaries are extremely powerful, special Pokémon that can match or exceed their legendary counterparts. Due to their high power levels, it makes sense that they would be rather rare within the Pokémon world. The thing is that there are only 9 truly pseudo-legendaries out there. Though it is important to note that it would be a proper 10 if only Slaking didn’t have the Truant ability.

What makes a Pokémon a pseudo-legendary creature is the fact it needs to be a third-stage Pokémon with a base stat total of 600. Unfortunately, these requirements make it so a good handful of creatures that should be in the category exist outside of it.

Despite the fact that Lucario is a fan-favorite, has access to some very powerful moves outside of either of its types, and had a feature in the movie Lucario and the Mystery of Mew, it’s not a pseudo-legendary. First of all, it only has a third evolutionary state if mega-evolutions are counted. Secondly, it only has a base stat total of 525.

If it were to ever have a proper evolution, that one might actually get it to hit pseudo status. Even if it didn’t, Lucario is a fantastic Pokémon that is worthy of the title if only it were just a little bit stronger.

9 Zoroark Had Its Own Unique Event

Zoroark not only had its own movie Zoroark: Master of Illusions, it also originally could only be obtained through an event. That alone had fans suspecting it was a legendary, mythical, or pseudo-legendary at first, but that turned out not to be the case.



With a base stat total of 510 and no third evolution, Zoroark falls just shy of being a pseudo as is. With its signature Illusion ability, it can already hold its own against far stronger opponents, making it a fantastic candidate for the title.

However, without a third evolution and a base stat total of 555, it doesn’t even get to be a pseudo-legendary. It’s such a powerhouse of a pure fire-type though that it wouldn’t take much for it to earn the name. It would be a little strange to give it another evolution though since it already needs to evolve with the use of a Fire Stone, so unless the developers get really creative, it’s going to stay just shy of the cut.

7 Flygon Is Often Mistaken For One

Flygon being an exceptionally useful dragon-type capable of whipping up massively detrimental sandstorms makes it so most fans are unaware it’s not actually a pseudo-legendary. It absolutely should be though as it’s one of the most versatile dragons out there.

With stats coming in at 520 though it is even further away from the cut than some others that really deserve the title. Unlike some of the others though, it already is a third-stage evolution. If only it had 80 more points distributed across its base stats, it would be the ideal as far as pseudo-legendaries go.

6 Haxorus Is A Tough Dragon-Type Deserving Of The Title

Haxorus is a jaw-droppingly awesome dragon-type. They look cool, they pack a massive punch, are a third-stage evolution, and they are capable of learning the powerful 1hko move Guillotine.

If only their base stats were more than 540 they could really give the other dragons in the pseudo-legendary a run for their money. At least it has a really sweet shiny form where it’s all black and red instead of green, so it gets something.

5 Volcarona Is Treated Like A Legendary In Its Original Game

Volcarona is a strange Pokémon as it’s essentially treated as a legendary in its original games. There was only one, it was extremely powerful, and players had to go out of their way to obtain one. In a game where NPCs were granted legendaries, it wasn’t even a shock when the league champion had one.

Unfortunately, Volcarona is only a second-stage evolution with a base stat total of 550. With how it’s treated both in its original game and in New Pokémon Snap, it really feels like it deserves to be a pseudo-legendary at least due to how rare and valuable they are.

4 Aggron Is A Massive Powerhouse

Being a steel-type, Aggron already has a legendary defense stat. It might not be a Steelix, but that 180 base score isn’t anything to sneeze at. It’s a third-stage evolution with the useful abilities Sturdy, Rock Head, and Heavy Metal as well as having a massive move pool.

Unfortunately, though, its base stats only come in at 530 so it gets excluded from the pseudo-legendary category. It’s such a useful battler though that it really would work out great as one.

3 Manaphy Is A Legendary That Can Breed

Manaphy might be the most controversial and awkward legendary to date. The thing that sets it apart from its other mythicals is that it can breed to produce a Phione— which then cannot evolve into a Manaphy (despite the fact that’s what bred it.)

It has the base stats sitting at 600, can breed, but its evolutionary state is questionable considering the whole Phione complication. By all means, it feels strange that it gets to be a legendary when there’s much better Pokémon out there that don’t even get to be pseudos. It feels more like it’s trying to bank on the other popular cute Pokémon such as Mew, Celebi, and Jirachi and it just fell flat.

2 Rotom Gets All Sorts Of Special Attention

Rotom is by far one of the weirdest Pokémon out there. The little ghost can take over electronics and use them, to the point that it’s become part of cellular devices, Pokédexes, and even a bike that is useable by the player. It has multiple forms and gets a whole lot of special treatment and love that very few other monsters get.

It even had its own special little scripted event back in its original game where it was the only one that the player could catch. Not to mention, it comes in at a staggering 520 base stat total despite not having a single evolution. It’s definitely deserving of the pseudo-legendary title, even if it technically misses the major two marks.

1 Blissey Is Such A Strong Player In Competitive Matches

Blissey is a deceptive tank. She gets a wide range of moves that can both help and hinder, while also having a staggering 255 health and a 135 defense base stat. Not to mention, she gets some extremely useful abilities with Natural Cure, Serene Grace, and Healer making her a near must-have in double battles.

She even has a complicated method of obtaining her, requiring leveling up with an oval stone in the daytime with Hapiny to maximum friendship from Chansey. Unfortunately, her stats that aren’t HP or Sp. Def are pretty low, so she ends up only clocking in at 540. Otherwise, she would definitely be within the category she rightfully deserves.
