In the Harry Potter series, the main villainous faction is considered to be the Death Eaters, who rivaled the Order of the Phoenix. However, the Ministry of Magic wasn’t far behind among the antagonists, as the government was laced with corruption, prejudice, and looked to oust Harry from the wizarding world.

Harry, Ron, and Hermione were said to have changed the Ministry from the way it was, but that only happened after Harry’s victory over Voldemort. Within the main storyline, the Ministry of Magic made Harry’s life particularly difficult, with the likes of Cornelius Fudge, Rufus Scrimgeour, and Dolores Umbridge seeing to it that Harry was frequently challenged.

10 Not Telling Him About The Chance Of An Attack From Sirius Black

It was widely believed that Sirius Black was Voldemort’s most faithful servant, with the Ministry going so far as to place a warning against him in the Muggle news. However, Fudge didn’t want to make a scene around the fact that Sirius was probably going after Harry and chose not to tell him.

Considering it was Harry’s life on the line, he absolutely had a right to know that a supposedly murderous Voldemort supporter was coming after him. Instead, the Ministry hoped Harry wouldn’t find out and kept it all hush-hush to avoid the situation from blowing up. When Harry tried to tell Fudge that Sirius was innocent, the latter again chose to ignore him.

9 Attempting To Leave Harry Friendless And Alone

Fudge went low in his plans to make Harry’s life miserable by targeting the Weasley family members who were close to him. He chose Percy as his right-hand man specifically so he could influence the family against Harry, meaning Fudge wanted to ruin Harry’s personal life.

In addition, the Ministry had Percy write a letter to Ron where he tried to sway his brother’s mind about his best friend to turn him into a spy against Harry. All in all, the Ministry tried to get away with ruining the life of a 15-year-old boy.

8 Judging Harry’s Character Based On The Company He Kept

In order to turn the popular opinion against Harry, the Ministry targeted his character, for which they made use of the prejudice against those Harry was close to. This included calling Hagrid as a “half-breed” due to his giant ancestry, using Hermione’s Muggle-Born status against him, and for Harry’s friendship with the House-elf Dobby.

Within the Ministry itself, Fudge was shown pointing out to the employees that Harry’s character was in question due to his connections with beings that the wizarding world considered to be inferior. This not only gave people the wrong impression of Harry, but also put his friends at risk.

7 Naming Him Undesirable No. 1

This was when the Ministry of Magic was effectively under Voldemort’s control, although the government is still to blame for this action. Harry was deemed to be “Undesirable No. 1,” making him the most wanted wizard in Britain.

The Ministry gave people the power to restrain Harry by any means, which allowed them to resort to torture if they wanted to. It also effectively made Harry’s friends fugitives as well, with there being no place in the country where Harry would be safe.

6 Never Clearing Him Of The Wrongful Claim Of Underage Magic

Throughout the books, it became clear that the Improper Use of Magic Office was one of the worst Ministry departments, as they took everything on surface value. Harry was accused of using a hovering charm that Dobby did and was never cleared for it.

The Ministry never conducted an investigation of his wand that would have easily shown that he never performed the charm, nor did they listen to Harry’s appeals over the charge he received. Due to this, Fudge used his prior warning as a precedent of wrongdoing when he wanted to get Harry expelled in Order of the Phoenix.

5 Attempting To Make Harry Their Spokesperson Against His Wishes

The Ministry didn’t get any better after Fudge was ousted, as Albus Dumbledore correctly predicted they would try to recruit Harry as their spokesperson when people started thinking of him as The Chosen One. All this despite the fact that they had only months prior tried to discredit him.

Making things worse is that the Ministry essentially harassed Harry as they attempted multiple times to get him to endorse them when Harry told them he wanted to be left alone. Worse still is how Rufus Scrimgeour interfered in Harry’s mourning of Dumbledore’s death to again press him in this matter.

4 Conducting A Criminal Trial To Shame Him

Harry’s hearing for the charge of using underage magic was conducted in the main hall of the Wizengamot with all members present. Fudge was convinced he had Harry pinned down and wanted to subject him to a shameful dismissal in front of the whole court.

However, the Ministry sank to lower levels prior to that when they purposefully changed the timing of Harry’s hearing with the hope that he wouldn’t make it and would be sentenced in absentia. The Ministry would’ve had Harry’s wand snapped too had it not been for Dumbledore representing him and the impartial Wizengamot members like Amelia Bones.

3 Clearing Harry Of Attacking Aunt Marge Then Later Using It Against Him

It seemed as if the Ministry had done something right for once when Fudge pardoned Harry for accidentally harming Aunt Marge with magic, claiming that he couldn’t control his emotions due to being a 13-year-old boy.

However, when Harry’s hearing was going in his favor two years later, Fudge brought up the fact that Harry had harmed his aunt as an attempt to sway the Wizengamot members against him. Since a number of members were Ministry officials in cahoots with Fudge, they agreed with him despite Harry having been cleared from that charge earlier.

2 Authorizing Dolores Umbridge To Cause Physical Harm To Harry

While the Ministry didn’t know about the extent to which Dolores Umbridge antagonized Harry — like her dementor attack and her attempt to torture him — they were aware of some level of physical harm that Harry was being subjected to.

This was the quill Harry used to cut into the back of his own hand, something Umbridge made him do so many times that the words became scars. When Harry confronted Rufus Scrimgeour with this fact, the latter couldn’t deny the Ministry’s methods and didn’t even apologize for it.

1 Launching The Smear Campaign Against Him For A Year

Without a doubt, this was the worst of the Ministry of Magic seen in the series, as the government itself became the antagonist of Order of the Phoenix. The Ministry launched a smear campaign against Harry for an entire year, during which they used the Daily Prophet to plant a false characterization of him to the public.

The newspaper would mention Harry in just about every article, where his alleged wrongdoings were mentioned in order to make him out as a dishonest villain. This was largely successful too, as even Harry’s friends like Seamus turned against him. Crucially, it was this campaign that allowed Voldemort to consolidate his position from the shadows.
